Just trying to think this through:

"the grace of the Holy Spirit is preserved by keeping the commandments. and the keeping of the commandments is the foundation laid for receiving the gifts of God’s grace." YET "nor can obeying the commandments be useful and salutary without Divine grace." and we also know that it is Divine grace that enables us to see that we need to keep the commandments and gives us the power to do so.

SO...Grace and Works are a partnership in which Grace prompts the heart to works which preserve and increase Grace which, in turn, prompts the heart to even more works and keeping of the commandments....

And, conversely, ceasing to do works or obey the commandments, leads to the loss of Grace in our lives, which leads to less inclination and power to keep the commandments, which, in turn leads to a further loss of Grace.

Wow...spiritual inertia
